House Freedom Caucus Demands a Full-Year Stop Gap

Caucus

House Freedom Caucus members have threatened to block a stopgap funding bill necessary for preventing a government shutdown next month unless Republican leadership relents and concedes to conservative policy demands, such as restricting military “woke” policies on abortion, race and gender.

House Speaker Kevin McCarthy faces an uphill struggle when dealing with his slim majority in Congress. One holdout can seriously impede progress and derail any efforts at cooperation or compromise.

What is the Freedom Caucus?

The House Freedom Caucus is an organization of approximately three dozen conservative Republicans, widely recognized as being among the most conservative within Congress. Their aim is to pressure Republican leadership towards fiscal responsibility and constitutional principles within Congress.

It has used its voting bloc power to block bills opposed by most of the rest of the GOP conference, yet has also shown willingness to work with moderate Republicans when necessary – for instance when faced with Obamacare repeal efforts that had threatened them they eventually supported it as well.

The group does not publicly reveal its membership, though some current and former members have noted that some potential troublemakers might otherwise have been excluded from joining the Republican Study Committee. Other conservative lawmakers contend that due to becoming too fractured, the Freedom Caucus has compromised its negotiating power and undermined its negotiating position.

Why is the Freedom Caucus so important?

Though their numbers may be small, the Freedom Caucus members exert significant clout within the House GOP conference. Their threat to block spending bills that don’t include their policy demands makes them unique in that they could bring on a government shutdown on leadership’s watch alone despite not even constituting majority support in their caucus.

Their mysterious presence has proven an obstacle for House speakers from John Boehner to Paul Ryan and, now Kevin McCarthy. Formed as an anti-authoritarianism group that could push conservative lawmakers further right on fiscal matters and help decentralize power in the House by providing committees more leeway on which bills move forward, these rebels have proven an irritant to all three House leaderships.

Although the HFC refuses to officially publish a roster, journalists have estimated its membership based on voting records and campaign donations, which suggests about 40 members. Demographically speaking, this group closely mirrors that of House Republican conference as a whole.

What is the Freedom Caucus’s agenda?

The House Freedom Caucus represents just a tiny minority of Republican representatives; yet by acting collectively and carefully selecting their fights (decisions approved by 80% of caucus are binding), its members have caused enormous difficulties for GOP leadership since its formation. They can be credited with forcing John Boehner’s early retirement and deterring Kevin McCarthy from trying to succeed him as speaker.

The group’s agenda combines fiscal policy and political issues. They seek to introduce work requirements on beneficiaries of federal benefits like Medicaid, reduce regulations and encourage domestic energy production. Furthermore, their members hope to reduce deficits through steep spending cuts and setting an upper debt limit limit.

Since its formation, the Freedom Caucus has grown both in terms of size and influence; however, internal dissensions over strategy are rising to the surface. Representative Marjorie Taylor Greene of Georgia Conservative Party who was an ally of Freedom Caucus Chairman Scott Perry’s became trending on Twitter before she was officially removed from the group through one-on-one discussions with Scott Perry himself.

What is the Freedom Caucus’s strategy?

Freedom Caucus members remain divided on tactics and the desirability of a government shutdown, with ideological heavyweight Rep. Chip Roy pushing his colleagues to remain united against Obamacare by holding firm and not backing down from opposition positions. Roy spearheaded the 2013 government shutdown; now as chief of staff to one of those senators who led that battle has encouraged Freedom Caucus members to hold firm against further government shutdowns.

But other Freedom Caucus members have opposed Roy’s position, asserting that being too aggressive risks undermining efforts to reduce deficits. Furthermore, they’re dismayed at how big their caucus has grown with many lawmakers failing to attend weekly meetings and members’ frustration at this bloat.

The Freedom Caucus’ goals are well known to many conservatives: reduce spending, shrink government and uphold constitutional principles. However, unlike many Republicans it employs hardball tactics such as threatening sovereign default or holding crucial legislation like budgets or debt ceiling hostage in hostage-taking situations – delaying or sinking bills under threat with effective delaying tactics earned them the moniker “Hell No!” That is why it remains one of Congress’s most effective groups.
